The Permanent Secretary in the Ministry of Local Government, Ben Kumumanya, has urged newly elected councilors of Entebbe Municipality to avoid unnecessary conflicts during council meetings and instead concentrate on delivering quality services to residents through effective oversight of government programs.
Kumumanya said persistent disagreements and political bickering within councils undermine service delivery and hinder local development.
He made the remarks while officiating at the closing of a two-day induction workshop for newly elected Entebbe Municipality councilors on July 14, 2026, in Entebbe.
Addressing the councilors, Kumumanya reminded them that the authority they exercise belongs to the people and should be used responsibly and within the law.
“Be careful and avoid breaking the law. Your focus should be on promoting local economic development rather than staging unnecessary strikes,” he said. He also encouraged leaders to engage in constructive discussions, adding, “Strong minds discuss ideas, average minds discuss events, and weak minds discuss people.”
The Permanent Secretary also directed Entebbe Municipal authorities to rename and clearly identify all roads and streets across the municipality to improve navigation, emergency response, and security. He gave the municipality until August 31, 2026, to complete the exercise.
In addition, Kumumanya warned members of District Service Commissions against soliciting money from job seekers, stressing that recruitment into the public service is merit-based and free of charge.
Entebbe Municipality Mayor Fabrice Brad Rulinda welcomed the induction training, saying it had equipped councilors with a better understanding of their roles and responsibilities.
On the road naming directive, Rulinda pledged to spearhead the exercise by ensuring all roads in the municipality are properly named and fitted with visible signposts.
