A three-day Review Workshop for the Local Government Compliance Inspection Manual is currently underway at Golf Lane Hotel, Masaka, from 15th to 17th June 2026. The workshop is being conducted by the Ministry of Local Government in partnership with UNFPA under the SAY Plus+ Programme.

The workshop is to review and operationalize the Local Government Compliance Inspection Manual by integrating indicators on Sexual and Reproductive Health Rights (SRHR), Gender-Based Violence (GBV), SAY Plus+ interventions, and Teenage Pregnancy Surveillance, Response and Accountability Plans (TP-SRAPs). This process is aimed at strengthening the compliance inspection framework to enable Local Governments to effectively monitor, report on, and respond to adolescent and youth development issues.

Specifically, the workshop seeks to: (i) integrate comprehensive adolescent- and youth-specific indicators on SRHR, teenage pregnancy reduction, GBV prevention, economic empowerment, and social inclusion into the Local Government Compliance Inspection Manual; (ii) build a common understanding among stakeholders on how SRHR, teenage pregnancy, economic empowerment, and social inclusion indicators contribute to the overall performance of District Local Governments in Human Capital Development; and (iii) validate the proposed indicators and ensure their alignment with District Development Plans and budgets.

The review is anchored on the Ministry of Local Government’s constitutional and statutory mandate to inspect, monitor, and provide technical support to Local Governments to ensure compliance with national policies, standards, regulations, and principles of good governance. Through this exercise, the Ministry aims to strengthen accountability mechanisms and enhance the capacity of Local Governments to address emerging social and development challenges, particularly teenage pregnancy and adolescent well-being.

The activity is ongoing, with participants engaged in technical discussions, review of existing inspection tools, validation of proposed indicators, and development of recommendations for incorporation into the revised Compliance Inspection Manual.
